The Department of Public Works and Highways (DPWH) launched job fair to hire workers for its infrastructure projects.
The DPWH is spending P60 billion, which is a part of the stimulus package, in the first half of 2009 for construction projects nationwide.
The agency aims to generate 5000,000 jobs in the construction sector for 2009.
The job fair is co-sponsored by the department of Labor and Employment, the National Constructors Association of the Philippines, and the Philippines Constructors Association, Inc.
The agency advertised for machi9ne operators, drivers, carpenters, electricians, masons, laborers and foremen. There were also vacancies for engineers, surveyors and clerks.
The DPWH said that the pump priming initiative consists of maintenance and construction of roads, bridges, school buildings, and flood control facilities and would employ 50 percent unskilled workers and 30 percent skilled workers while the rest would be professionals employed by contracting companies.

According to Mrs. Lucia V. CastaƱeda the public information officer of DPWH Region V, at least 360 were hired from the 742 applicants.
There are at least 87 government pump priming projects are up for implementation amounting to P2,923,790.00 in Bicol region.
Director Orlando Roces said that the program “Programang Pangtrabaho ni Pangulong Gloria” aims to forge a way out of the world economic crisis.

BUGS promotes wellness using medicinal herbs
The community’s need for information on alternative medicine that will contribute to wellness prompted the Bicol University Graduate School (BUGS) Extension Office to conduct a seminar promoting “Medicinal Use of Folkloric Bicol Herbs” at Bicol University College of Agriculture and Forestry (BUCAF).
According to Dr. Eriberta Nepomuceno, BUGS extension coordinator, the activity aims to educate the herbalists and the community about the efficacy of the herbs they are using and to generate livelihood to empower the women of Guinobatan.
“An herbal a day makes a healthy day, without even noticing, the herbs you are using are making you healthy,” Nepomuceno said.
She cited examples such as Lakadbulan, a Bicol folkloric herb that was proven to have many curative effects; another is Guava, which its fruit has the highest content of Vitamin C and its leaf is used for treating severe diarrhea and Malunggay, which is rich in Vitamin A and has a high fiber content that helps the body to fight Colon cancer.
The proponents of the activity were the BUGS Extension Office, Science Seminar students, BUCAF and the local government of Guinobatan.
There were some 240 participants who attended the seminar, mostly were senior citizens, health officials and students.
“Our youngest participant is a first-year high school student,” Nepomuceno said. “Despite the need for registration fee which costs P50-P100, we are happy to have that big number of participants although some of them were not able to pay but we still allowed them to participate.”
The speakers were from different agencies, the representative from Department of Health tackled the ten accredited herbs in the region, and there were Taxonomists and Biologists, the president of Albay Chamber of Commerce and Industry who delivered a lecture on how to make a business plan.
Topics discussed were about the efficacy of massage treatments when a certain herb is added; toxic components or alkaloids present in herbs; taxonomical classification of herbs; and the ten accredited herbs in Bicol.
Nepomuceno spoke of a wellness and Herbal Center that she and her sister, who is a pharmacist, are currently working for the realization and launching of the project.
“On this Wellness and Herbal Center, plants and herbs will be planted by ‘mobile farmers’,” because the university will be the one to provide a lot where farmers from the community can plant their herbs.”
On the other hand, she said that the participants requested for another seminar workshop on herbal medicine.
In response to the request, the extension coordinator added that they will be conducting another seminar and this time, it will be more on actual preparation of herbal medicines like ointments, lotions, and help the participants develop a brand.

According to Armed Forces of the Philippines, the Balikatan exercises to be held in Bicol Region will focus on "disaster rehabilitation" and "rural development projects".
A press release stated that about 11,000 Bicolanos will benefit from medical action program and a total of nine barangays will benefit from engineering civic action program.
Bicol region was devastated by typhoon reming in 2006 that left many people dead and missing, it damaged a great amount of livelihoods and properties. But the region is now slowly getting back to its former status, there's development and improvement on the lives of the Bicolanos after the devastation.
Of course additional help will do but Bicolanos are resilient enough to stand and fight again.
They are using that worse experience of the people to pursue this Balikatan. They said that Balikatan Exercises will focus on humanitarian work, but it is hard to believe that on the midst of global economic crisis especially in the USA, they still manage to pursue this Visiting Forces Agreement (VFA).
The United States military has the largest number of foreign presence and accounts for most VFAs.
Why don’t they do these on their own land for their own development and action in response to global crisis?
And how sure are we that they will be focusing more on disaster rehabilitation and rural development projects without them getting any gains.
Are they trying to pay us back with their humanitarian works for they will learn more on different techniques of warfare?
We are not even sure how these foreign servicemembers would behave on our localities. One example is the Subic rape case in 2005, four U.S. Marines were charged of raping a local woman with whom they had been drinking.
If incidents involve severe crimes like robbery, murder, manslaughter and sex crimes, then VFA is a major political issue to be considered carefully.
